One of the newer ones, Walter Kovacs, is holding a protestor's sign. Look for Peter Parker, Clark Kent, Con Artist. Many clix can be easily modified by removing a pistol and gluing on a sign or bare fist. There's quite a few that will work for you, the entire Clix range is huge. I have about 100 clix for civvies in modern/dark future. I'd give more names but I am out of town for a couple weeks :(
